REQUEST FOR PROPOSAL ENVIRONMENTAL CONSULTING SERVICES: 
   EAST STREET SCHOOL

The Corporation for New Milford Economic Development is seeking proposals for professional services from qualified environmental professionals and/or consulting firms to perform environmental assessments of property and structures.

​

It is the sole responsibility of the responder to see that the proposal is in the hands of the proper authority prior to the opening.

 

There will be a site visit on December 3, 2025, at 12 p.m. at the East Street School, 50 East St, New Milford, CT 06776.

 

Provide three (3) hard copies of each proposal to P.O. Box 387, New Milford, CT 06776 postmarked no later than  December 23, 2025. One electronic/digital copy must be submitted to gocarpp@gmail.com no later than 1 p.m. on December 23, 2025. Proposals will be opened at New Milford Town Hall immediately after.

Question and Answers Regarding East Street School RFP for LEPS – Posted December 12, 2025

Q1: Under the Proposal Requirements section of the RFP on page 5, there is the following bullet:

 

  • All proposals shall include the following completed forms: Indemnification, Acknowledgement and Agreement Addendum and the Non-Collusion Affidavit of Prime Bidder.

We did not see either the Indemnification, Acknowledgement and Agreement Addendum or the Non-Collusion Affidavit of Prime Bidder attached to the RFP package. Would you be able to provide these forms?

Q2: I saw references to required forms to be submitted and there were no copies of the forms provided. How do I get them?

​

A2: The forms that are required are posted on the Corporation’s website.

 

Q3: Submission Questions

​

A3: Several companies asked about the hard copies submission time/date vs the electronic submission time/date. Per the RFP, hard copies must be post-marked or delivered by 12/23/25. Electronic copies must be delivered by 1pm on December 23rd, 2025. There will be no exceptions.

​

Documents sent by FedX or other such delivery services should be sent to the attention of the Mayor's office at the Town of New Milford, 10 Main St., New Milford 06776.

Q4: Are there proposed development and/or renovation plans available for the building?

 

A4: No there are not. The town is engaged in an RFQ process to select a developer.

 

Q5: Can the level of disturbance be clarified for the hazardous building material inspections?

 

A5: Samples should be taken as required using proper protocols.

​

Q6. Should inspection activities include the disturbance of roofing materials? Can the town provide a lift capable of obtaining access to the roof and cupola?

 

A6: Yes, The town can provide a lift that reaches the cupola.

 

Q7: Should inspection activities include making protrusions into walls to evaluate potential piping within?

​

A7: Yes

​

Q8: Should inspection activities include disturbance of terrazzo-type flooring in hallways?

​

A8: Yes

 

Q9: What is the expectation for repairs to roofing and/or other disturbed building materials?  Should localized repairs be made by the inspector, will the Town make repairs with their staff, or should a licensed contractor(s) be retained?

​

A9: Roof should be repaired to prevent leaks. The repair should be made by a licensed contractor.            

 

Q10: Is sampling of suspect building materials and/or potentially impacted soil for polychlorinated biphenyls (PCBs) requested, or should such materials be only identified as suspect and inventoried?

 

A10: PCBS should be identified as suspect and inventoried.

 

Q11: Are there any development plans available for the property that depict the potential soil disturbance and or regrading areas?

 

A11: No, however one developer has proposed a new building in the rear of the school.

​

Q12: Can copies of any grant applications that will be supporting the environmental consulting services be provided?

 

A12: The town can provide the grant application upon request.

 

Q13: Several companies have asked about old reports and records. 

 

A13. Everything that is available is already live on our web site under this project link. There are no other reports to review. Please click here for what has been posted.

Q14: Underground Fuel Tank (UST) Questions.

​

A14. Several companies asked about detailed reports concerning historical data on USTs. Reports are available upon request.

 

Q15: Is the Remedial Action Plan (if required) only to include soil and or groundwater?  Is a building hazard mitigation plan also requested, or just an inspection summary report?

​

A15: We would expect a draft RAP based on the disposition process at the time. A  hazard mitigation report (only) and cost estimate are requested under this scope.

 

Q16: Shall the consultant test for PCBs in window caulks/glazing? 

​

A16: Yes.

​

Q17: Shall the consultant provide fees for hazardous materials abatement design at this time? 

​

A17. Not at this time.

 

Q18: Shall the consultant provide estimated fees for construction administration/project monitoring services associated with hazardous materials abatement at this time? 

​

A18: Not at this time.

​

Q19: A request has been made to share the Corporation's application to DECD for the Assessment Grant.
